The regulations, known as vehicle emissions standards, set averages for tailpipe exhaust from new vehicles, with the goal of reducing carbon emissions and improving air quality. However, the proposed standards may not be stringent enough to achieve the desired EV uptake, as evidenced by the findings of the International Council on Clean Transportation (ICCT) and the Pembina Institute. The ICCT's report suggests a 62-68% EV adoption rate by 2035, while the Pembina Institute recommends a standard of 40 grams per mile to meet the 75% EV sales goal.
